New Degree Program:
HAC is launching a new M.A. Program in the Development of Children with Special Needs
that will train students to fulfil senior managerial roles in this field. The program will be headed by
Prof. Asher Or-Noy, Professor Emeritus of Embryology and Teratology (the study of congenital
abnormalities) in the Faculty of Medicine of The Hebrew University - Hadassah Medical Center.
Prof. Or-Noy is an expert in the areas of pediatrics, pediatric neurology, child development, and
the rehabilitation of children with special developmental needs. He served as the founding director
of the Department of Child Development and Rehabilitation in the Israeli Ministry of Health
(1996-2014). In 2012, Prof. Or-Noy was recognized by the Israeli Society for Child Development
and Rehabilitation for his extraordinary lifetime contribution to the field of child development in
Israel. He has served on many ministerial and parliamentary committees, including the “Or-Noy
Committee” to determine the criteria upon which handicapped children are eligible to receive
National Insurance Institute benefits. In addition, he assisted government officials determine and
expand the eligibility criteria of children for entitlement under the Law of Rehabilitative Daycare,
of which he was an ardent advocate. Prof. Or-Noy also serves on the Faculty of Medicine at the
University of Ariel, and has been an active member of HAC’s Higher Academic Council for many
years.
